Administration - Water and Wastewater System Development Fee Study (Ann Hardy, County Manager)

Issue/Action Requested:
Request that the Board of Commissioner approve a proposal from Raftelis Financial Consultants, Inc. for a Water and Wastewater System Development Fee Study in the amount of $23,960.
Background/Purpose of Request:

House Bill 436 requires the county to review its water and wastewater system development fees and ensure it complies with HB 436.

 

Raftelis will review the County's CIP and fixed asset information to determine the most appropriate method to be used in calculating the water and wastewater system development fees.

 

Raftelis will document the study's process and findings in a letter report that will be made available to the public for comment.

 

The project will be completed by March 1, 2018 to allow the county to consider rate adjustments if necessary prior to the fiscal year beginning July 1, 2018 and to comply with the requirement of HB 436 regarding system development fees.

Budget amendment is to transfer $23,960 to professional services from unemployment insurance $15,000 and repair maintenance buildings $8,960.
