Administration - Utility Customer Service Policy Revisions (Ann Hardy, County Manager)

Issue/Action Requested:
Request that the Board of Commissioners approve changes to the Utility Customer Service Policy  for clarification of the currently approved policy and procedures. 
Background/Purpose of Request:

The purpose of the policy revisions is for clarity of current procedures and provide guidance to staff as well as to our utility customers:

 

  1. Clarifies that service termination may be initiated by either the County or the account holder.
  2. Clarifies that if the County detects a leak and the county disconnects service, a charge for a premise visit may apply if the leak is on the customer side of meter.
  3. States a leak adjustment may apply for up to three consecutive month's billing periods which is the current practice.
  4. States if a leak adjustment is for irrigation or a seasonal customer, a more  accurate average may be determined using billing periods the same time in the previous year which is the current practice.
  5. To clarify the County is not responsible for detecting leaks on the customer side of the meter.
  6. States a transmission fee is eligible for a payment plan which is the current practice.
