Issue/Action Requested:
Request that the Board of Commissioners consider authorizing the transfer of $168,000 to the NC Division of Water Resources as the required local match for a project to dredge the navigation channel at the Lockwood Folly Inlet, as well as authorize the Chairman to write a letter to the Town of Holden Beach requesting reimbursement for $84,000 (50%) of the local share. 
Background/Purpose of Request:

The USACE has presented a plan to dredge the navigation channel 10' deep and 100' wide in a project proposed to begin in late January of  2018. The project will be performed by a "hopper" dredge, the Currituck, so there will be nearshore placement of beneficial beach quality sand. However, the USACE has advised staff that it is not feasible to share the sand from this project between Holden Beach and Oak Island because of the travel distances involved and the limited time availability of the Currituck, nor is it feasible for all of the sand to be placed nearshore solely on Oak Island because of the same reasons.

 

Logistically, local funds need to be submitted to the NC Division of Water Resources by late December or early January to allow sufficient time for the Division to forward the funds to USACE.

 

The email form the USACE describing the proposed project and containing the cost estimate information is attached. The total project cost is estimated to be $504,000, with two-thirds to be funded by the State through the Shallow Draft Navigation Fund.
