Engineering - County Complex Site Master Plan & Buildings Space Needs Study - LS3P Associates Contract Award

Issue/Action Requested:
Request that the Board of Commissioners approve a professional services contract with LS3P Associates in the amount of $254,455 for the county complex site master plan and building space needs study.
Background/Purpose of Request:

Brunswick County is in the southeastern corner of the state in the coastal plain region. The county is primarily rural in nature, has nineteen municipalities located within the county, and has experienced high growth in the past several years.   The population is a growing and diverse mixture including local, seasonal, and elderly residents. 

 

County departments are located at the government complex on a one hundred- and thirty-seven-acre parcel on Old Ocean Highway in Bolivia.  At this location are County Administration, Courthouse, E911 Communications, Sheriff’s Office, Detention Center, Emergency Services / Emergency Operations Center, Health and Human Services, Cooperative Extension, County School Board, County Schools Bus Garage and Maintenance, and many others.  The complex provides a central location where citizens can interact with many county departments and agencies in one visit. 

 

Due to the age and increasing maintenance of some of the county buildings, along with the growth in required services to meet the needs of a growing population, the county has decided to study the government complex in order to produce a site master plan and building space needs study.  This master plan  will provide guidance for future new construction, existing building renovations, parking, stormwater, access points to the complex, and the most efficient use of the existing facilities in order to provide needed services and programs to the public.

 

Per county policy a Request for Qualifications was published in mid June with submittals due at the end of July.  After review of the submittals the selection committee chose LS3P Associates, LTD., as the top firm for this particular project. 

 

After negotiations a final scope and fee in the amount of $254,455 was finalized for the study as follows:

 

Complex Site, Buildings, and Space Needs Study   ------------    $194,455

County buildings drawings scanning allowance:   ---------------        5,000

Structural engineering allowance ------------------------------------        5,000

Cost consultant allowance ---------------------------------------------      25,000

Roof assessment & report allowance -------------------------------      25,000

 

Total including allowances: --------------------------------------------  $254,455

 

The allowances will only be used with the consent of county staff. 

 

The scanning allowance is to have the existing county paper and mylar building drawings scanned which will require a large format scanner.  Due to the age and poor condition of some of the archived drawings it is important to get them scanned into Laserfiche thereby preserving the drawings in an electronic format.

 

The roof assessment allowance will be used for the architect's roof engineer  consultant to evaluate the roofs on the existing buildings and prepare a report documenting age, condition, problems, and recommendations for repair or replacement. 

 

It is anticipated that both the scanning and roof assessment allowances will be utilized.

 

The structural engineer allowance will be used only if structural issues are found with existing buildings that require analysis by the architect's structural engineer.

 

The cost consultant allowance will only be used if, based upon the final report, it is decided that an initial building needs to begin the design and permitting process immediately following this study  - the cost consultant will be utilized to prepare preliminary building costs during the design phase.

 

The LS3P Associates scope and fee proposal is attached for review.  Staff recommends the Board's approval of the professional services contract with LS3P in the amount of $254,455 including allowances.

Budget amendments appropriates Fund Balance of $87,083 and Health Escrow Funds of $17,417 for the remaining funds needed for the study.
