Background/Purpose of Request:
On June 15, 2020, the County entered into a Construction or Repair Agreement [Design Build] with Coastal Carolina Builders, Inc., in the amount of $275,000 for the construction of a new lab building at the 211 Water Treatment Plant (WTP). A Notice to Proceed was then issued on July 6, 2020. This building replaced an existing metal building approaching 40 years old which was in poor condition. The new building will be rated for high winds to house staff during storms to allow for proper WTP operation during adverse weather. Due to additional requirements set forth by Brunswick County Planning and Permitting which were unforeseen during the early design build process, additional site work, parking accommodations, and building modifications were needed. This also resulted in additional Engineering costs and time for plan resubmittal, review, and approval. A drop ceiling and additional SCADA equipment and connections are also to be added. The COVID-19 pandemic has delayed the delivery of the building and various materials as well. The additional funds requested are available in the 211 WTP operating budget under the items of road maintenance, buildings, and professional services.
Staff recommends that the Board approve a budget amendment and Change Order #1 in the amount of $31,750 to include an additional 90 days to the 211 WTP Lab Building Contract with Coastal Carolina Builders, Inc. The new contract total value will be increased from $275,000 to $306,750 with a revised completion date of October 3, 2021. |
