Issue/Action Requested:
Request that the Board of Commissioners enter into a Disaster Related Debris Removal Agreement with the North Carolina Department of Transportation (NCDOT).
Background/Purpose of Request:
Staff recommends entering into this Disaster Related Debris Removal Agreement with NCDOT.  In the event of a declaration of a State of Disaster or Imminent Threat of Disaster and/or a State of Emergency, this agreement allows the County of Brunswick to remove and dispose of disaster related debris on all released State System Roads.  This agreement also allows the Federal Emergency Management Agency (FEMA) to be able to provide the County of Brunswick reimbursement for emergency services.  Should the county engage in any debris clean up associated with any state road without a signed agreement with the NCDOT, the possibility exists that FEMA could deny our claim for reimbursement.  There is no associated fiscal impact with approval of this agreement and the county reserves the right to determine if they would activate the agreement following a disaster.  Appendix A included with the agreement must be completed and signed during the event of a declaration.
