Background/Purpose of Request:
By action taken October 7, 2019, the Board of Commissioners approved appropriations and execution of a contract with T. A. Loving Company to construct a 2.5 MGD expansion of the Northeast Brunswick Regional Wastewater Treatment Plant. The project will result in the plant having a capacity of 4.975 MGD.
A total of 25 change items have been requested by the contractor. These items include necessary changes to process piping, chemical handling & spill containment equipment, electrical gear, process control and monitoring systems, odor control systems, and HVAC systems. A letter summarizing the necessary changes and time extension is attached along with supporting documentation for each change item. A time extension of 71 days to account for excessive rain event impacts (47 days), pandemic impacts on the contractor’s work force (23 days), and changes to the scope of work (1 day) is requested.
Baring additional delays in receiving equipment, and/or excessive weather delays, the contractor expects the project to be completed prior to January 7, 2022. A final change order will be necessary to adjust for unused contingency, additional necessary changes to the work, and actual quantities of unit price work performed.
Staff recommends approval of the change order amount ($70,967.74) and extending the completion deadline by 71 days. The resulting contract amount will become $41,724,180.05 and the resulting project completion deadline will become January 7, 2022. |
