Utilities - Testing Residential & Commercial Backflow Prevention Assemblies

Issue/Action Requested:

Request that the Board of Commissioners approve the proposal submitted by Sunny Wright’s Backflow Services for the testing of residential and commercial backflow prevention assemblies countywide and authorize the Chairman and Clerk to the Board to approve the multi-year contract.  The contract is subject to review and approval by the County Attorney.

Background/Purpose of Request:

The contract will be for a period of two (2) years, commencing on July 1, 2021, and terminating on June 30, 2023, with the option to extend for a period of one (1) year. Payment will be based on the actual number of tests performed. The proposed price is $21.50 per test. Current practice is to test each assembly every two years with approximately half of the assemblies tested in any given year.

 

The County has approximately 10,000 customers that have testable backflow prevention assemblies. Brunswick County notifies all customers that they are required to have their backflow assemblies tested once every other year as per the County Cross-Connection Program. Although each customer may employ a certified backflow assembly tester of their own, Brunswick County offers this service which will be performed by the selected provider. It is anticipated, but not guaranteed, that approximately 5,000-6,000 backflow prevention assembly tests will need to be performed annually by the selected provider.

 

A Request for Proposals was sent via County standard procedures. Proposals were received from Sunny Wright’s Backflow Services and Tanglewood Landscape, LLC.  Sunny Wright’s Backflow Services was selected as the lowest price service provider and has satisfactorily provided this service for the County in the past.

 

Staff recommends approval of the proposal submitted by Sunny Wright’s Backflow Services for the testing of residential and commercial backflow prevention assemblies countywide and authorize the Chairman and Clerk to the Board to approve the multi-year contract.  The contract is subject to review and approval by the County Attorney.
