Utilities - Columbus County Interlocal Agreement-Sewer (John Nichols, PE, Director of Public Utilities)

Issue/Action Requested:

Request that the Board of Commissioners approve an Interlocal Agreement with Columbus County to allow Brunswick County to provide sewer service to customers located in Columbus County as designated in the Designated Service Area.

Background/Purpose of Request:

Columbus County is not currently in a position to extend sewer service infrastructure to certain geographic areas bordering Brunswick County. Multiple business owners within Columbus County desire to expand operations but need wastewater treatment service to accommodate the expansion.  Brunswick County is currently constructing lift stations within the industrial parks located along US Highway 74/76 that could be used as a connection point to receive wastewater from those customers within Columbus County. In an effort to enable economic development and provide benefit to both counties, the agreement allows approximately 30 parcels, as shown in Exhibit A of the agreement, to connect to the Brunswick County utilities within the industrial park.  Customers desiring to connect to Brunswick County utilities will be responsible for all design and construction costs associated with the connection.

 

Any infrastructure installed as part of the agreement will be dedicated to Brunswick County and the connecting customers are subject to all Brunswick County rates and fees.  Any infrastructure installed within the designated area shall be reviewed and approved by the Brunswick County Engineering Department and meet all Brunswick County specifications. Columbus County approves and agrees to allow Brunswick County to acquire easements or other real property interests in Columbus County for the purposes of owning, operating, and maintain the sewer infrastructure necessary to carry out the terms of the agreement.  Columbus County shall bill customers within the designated area for sewer usage as part of the customer’s water bill and will remit amounts collected on behalf of Brunswick County to Brunswick County by the last day of each month. Staff recommends approval of the agreement.
