Utilities - Resolution to Accept DWSRF Principal Forgiveness Loan


Issue/Action Requested: Request that the Board of Commissioners approve a resolution to accept the loan offer and associated assurances to secure $2,218,967 in North Carolina Department of Environmental Quality Drinking Water State Revolving Fund funding for the repair and rehabilitation of the Town of Navassa drinking water system; and to authorize the County Manager to furnish such information as the appropriate State agency may request in connection with the acceptance of funding.

Background/Purpose of Request:

At the March 16, 2020, Board Meeting, the Board of Commissioners approved the resolution to submit an application for grant funding, including all its terms and conditions, to the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Infrastructure to perform necessary repairs and rehabilitation of the Town of Navassa drinking water system. Following the resolution, the Board of Commissioners approved the award of $2,218,967 from the Drinking Water State Revolving Fund (DWSRF) at the April 19, 2021, meeting.

Brunswick County Public Utilities has since then submitted the required Engineer’s Report, which has been approved by NCDEQ to secure funding and be approved for the funding award. The funding award is subject to assurances and conditions which are required to be accepted by Board Resolution. County staff requests the Board of Commissioners to resolve to accept the loan offer and associated assurances to secure $2,218,967 in DWSRF funding for the repair and rehabilitation of the Town of Navassa drinking water system.
