Utilities - Southport MRF Application Resolution (John Nichols, PE, Utilities Director)

Issue/Action Requested:

Request that the Board of Commissioners approve a resolution to assist the City of Southport in submitting an application to the North Carolina Department of Environmental Quality Merger/Regionalization Feasibility Grant Program and, should funding be granted, cooperate with the City to evaluate the potential merger of the Brunswick County Utility system with the City of Southport water and wastewater systems.

Background/Purpose of Request:

The City of Southport has recently requested that the County consider assisting with the application for a DEQ Merger/Regionalization Grant to evaluate the potential for merging the County utilities system with the City’s water and wastewater systems. County staff requests that the Board of Commissioners resolve to assist the City of Southport in submitting an application to the North Carolina Department of Environmental Quality Drinking Water Merger/Regionalization Feasibility Grant Program to evaluate the potential merger of the Brunswick County Utility system with the City of Southport water and wastewater systems.  The grant funded Merger/Regionalization Feasibility study will evaluate the viability of all systems involved in the potential merger.  By agreeing to cooperate in submitting the grant application and participating in a feasibility study, Brunswick County is not binding itself to act on the recommendations of the study.

County staff further request the Board of Commissioners to authorize the Director of Public Utilities to provide documentation and furnish such information as the appropriate agency may need or request in connection with the applications or the study.
