Human Resources - Classification and Total Compensation Study Consultant Recommendation (Melanie Turrise, Human Resources Director)

Issue/Action Requested:
Request that the Board approve for the Classification and Total Compensation Study to be conducted by Cape Fear Council of Government (CFCOG) in partnership with the Piedmont Triad Regional Council (PTRC) and authorize the County Manager to execute applicable documents subject to County Attorney's review. 
Background/Purpose of Request:

Brunswick County received RFP bids from six consultants and interviewed the top four consultants.

After careful consideration, our recommendation is based on several factors, to include:

  • The consultant’s responses contained in their proposal.
  • The favorable feedback provided by references and/or other agencies that have had experience with the consultant.
  • The overall cost of the project.
  • The consultant’s extensive experience providing HR consulting services, to include Pay and Classification Studies, to counties within North Carolina.

 

On this project, the CFCOG will serve in an advisory role.  The PTRC will manage and produce the Classification and Total Compensation Study as a subcontractor.  The Project Manager for this project is Mr. David Hill.  Mr. Hill will be accompanied and working closely with Mr. Bob Carter and Mr. Kim Newsom, as well as other CFCOG and PTRC staff as necessary. The proposed quote for CFCOG to conduct the Classification and Total Compensation Study is $85,000.  PTRC will meet with department heads and employees, collect data for market comparisons which will include benefits, review current job descriptions and internal equity, present recommendations about any changes to the pay plan, strategies, policies, best practices and other compensation related items in order to maintain a competitive place in the labor market.  Based on the project timeline in the proposal, it would likely be complete by mid-March of 2022, depending on when the project gets started.
