Operation Services - Landfill Waiver for Derelict Vessels

Issue/Action Requested:
Request that the Board of Commissioners consider approving a landfill waiver for the disposal of two derelict vessels near Holden Beach and associated budget amendment.
Background/Purpose of Request:

Brunswick County received a request from the Sheriff's Office Marine Patrol Unit to waive landfill fees for disposal of two derelict shrimping trawlers near Holden Beach.  The request stated that the Sheriff's Office had partnered with the NC Coastal Federation to clean up the county's waterways.  Funding was provided by US Department of Agriculture Natural Resources Conservation Program, and matching funds from NC Department of Environmental Quality, and the National Fish and Wildlife Foundation/NOAA Marine Debris Program Emergency Hurricane Funding per the request letter.

 

  Based on estimates of weight, which is difficult to determine on sunken vessels and water logged material, disposal cost is estimated between $8,000 and $10,000 and will be paid from 104720-439904.  This material will need to be disposed of as a mixed load of C&D/MSW in the transfer station and will have a direct out of pocket cost as opposed to most waived landfill fees.  It also will require the material to be hauled in dump capable vehicles and contain no hazardous or banned materials.
