Utilities - Agreement with State Utility Contractors, Inc

Issue/Action Requested:

Request that the Board of Commissioners ratify the decision to proceed with repair of the 48” raw water line, appropriate funds not to exceed $2,846,000 and authorize the County Manager to execute an agreement with State Utility Contractors, Inc. contingent on the County Attorney’s review and approval of the agreement.

Background/Purpose of Request:

On Friday, November 5, 2021, a leak in the Lower Cape Fear Water and Sewer Authority’s (LCFWSA) 48” raw water main just southwest of the Cape Fear River crossing was discovered by Brunswick County staff. The water main provides water from the King’s Bluff pumping station located on the Cape Fear River at Lock & Dam #1 for treatment at water treatment plants owned by Brunswick County, Pender County and Cape Fear Public Utility Authority.

 

Brunswick County is under contract to operate LCFWSA’s raw water main and as such is responsible for undertaking the repair of the main. State Utilities Contractors, Inc is the County’s emergency contractor and repaired the 2016 leak on the 48” raw water line and has been tasked with the current repair. All cost incurred by Brunswick County associated with the repair shall be reimbursed by LCFWSA per the contract.
