Engineering - FY16 Enterprise Water Mains Top (7) & Apollo Street - Contract C & D Completion (Wm. L. Pinnix, P.E.)

Issue/Action Requested:
Request that the Board of Commissioners approve bidding for construction the final two contracts (Contract C and Contract D) of the FY16 Enterprise Water Main Top (7) & Apollo Street project.
Background/Purpose of Request:

The FY16 Enterprise Water Main To (7) & Apollo Street project was designed and permitted with four contracts.  The contracts are:

 

Contract A: Apollo Street (completed and in service prior to current fiscal year)

 

Contract B: High Meadows Subdv., Taft Road / Sea Wynd Subdv., and Old Town Creek Road (completed and in service prior to current fiscal year)

 

Contract C: County Meadows Subdv., Ludlum Road, & Russ Town Road

 

Contract D: Big Neck Road & Mill Branch Road

 

When this project was approved in October of 2015 the Board also suspended the county Neighborhood Water Main program until all of the permitted water mains in these four contracts were constructed and in service. 

 

The engineer's original Opinion of Probable Cost (OPC) for contracts C and D at the time of permitting were:

 

Contract C:         $1,310,000

Contract D:         $1,125,000

Total C and D:     $2,435,000

 

This figure has been shown on the Enterprise Fund CIP in the On The Horizon section since the completion was placed on hold awaiting funding.

 

The current update OPC for contract C and D is:

 

Contract C:         $1,965,000

Contract D:    $1,687,500

Total:                   $3,652,500

 

These updated cost estimates were obtained based upon recent water projects being installed in the county by developers and cost estimates they shared, discussions with local utility contractors on the current cost of material and labor, discussion with the project design engineer, and cost increases due to the ongoing supply chain issues.

 

With Board approval of finishing Contract C and Contract D staff will have to work with design engineer and County Legal to prepare for the public bidding of these two remaining contracts.

 

Staff recommends the Board of Commissioners approve bidding the remaining FY16 Enterprise Water Main Top (7) & Apollo Street project Contract C and Contract D.

Contract C & D are not currently budgeted in the reserve or the current project.  Funds will need to be appropriated and transferred from the Water Fund for contract award.
