Utilities - Harper GC Sea Trail WWTP (Brent Lockamy, PE - Deputy Director)

Issue/Action Requested:

Request that the Board of Commissioners authorize the Chairman and Clerk to the Board to execute the contract with the Harper Corporation-GC in an amount of $774,900 for the construction of the Sea Trail WWTP improvements project and associated budget amendment. 

Background/Purpose of Request:

Sea Trail WWTP is a 0.3 MGD extended aeration package wastewater treatment plant which consists of two adjacent package plants on the same site (one 0.1 MGD, and the other 0.2 MGD).  An influent receiving wet well conveys incoming flow to two on-site pump stations that direct flow to the on-site package plants or to the West Brunswick Water Reclamation Facility. The Sea Trail WWTP has suffered significant degradation and is in need of repair.

 

The project was originally advertised on November 9, 2021, with bids due on December 9, 2021.  Insufficient bids were received. Therefore, the project was readvertised on December 17, 2021, with bids due on January 4, 2022.  Bids were opened and were well over budget. The project scope was narrowed and readvertised on April 27, 2022, with bids due May 26, 2022. Insufficient bids were received, and the project was readvertised once again on June 1, 2022, with bids due on June 9, 2022.

 

Bids from TA Loving Company and The Harper Corporation-GC were received. Highfill Engineering has reviewed the bid proposals and recommends the project be awarded to the lowest, responsive bidder, The Harper Corporation-GC.

Consequently, it is recommended that the Board approve the Notice of Award and authorize the Chairman and the Clerk to the Board to execute the construction contract with The Harper Corporation-GC in the amount of $774,900.

Budget amendment and the associated Capital Project Ordinance is to appropriate $775,000 from the wastewater capital reserve to the Sea Trail WWTP Improvements project for award of a construction contract.
