Emergency Services - IEM Services Agreement

Issue/Action Requested:
Request the Board of Commissioners approve a Services Agreement between IEM and Brunswick County for consulting services to conduct an update of the County-wide Emergency Operations Plan and Continuity of Operations Plan.
Background/Purpose of Request:
The current Emergency Operations Plan and Continuity of Operations Plans we identified as areas that need to be updated. Under the direction of the Board of Commissioners a request for proposals was issued and IEM was selected unanimously by the selection committee.

Amendment appropriates fund balance of $159,500 for the County's Emergency Operations Plan and Continuity of Operations Plan.  This fund balance was committed and available because of the $10,000,000 standard allowance of ARPA funds used for general government services in the prior year.  A preliminary list of Non-Eligible Projects for the Under $10,000,000 ARPA funding was provided at the May 16, 2022, board meeting and this was not a considered project at the time.  Funds of $1,100,000 were earmarked for future projects and overruns.  These funds will be reduced by $159,500 resulting in a “Remaining Funds” project balance of $940,500.

Recommend that the Board of Commissioners approve a Services Agreement between IEM and Brunswick County for consulting services to conduct an update of the County-wide Emergency Operations Plan and Continuity of Operations Plan.
