Background/Purpose of Request:
At the April 19, 2021, Board Meeting, the Board of Commissioners accepted the Clean Water State Reserve Fund grant in the amount of $2,852,818 and Drinking Water State Revolving Fund principal forgiveness loan in the amount of $2,218,967 to repair the recently acquired Navassa utility system.
Withers-Ravenel completed the initial engineering report and submitted those to the State. A Request for Qualifications (RFQ) for design services associated with the repair and replacement of the known issues in the Navassa water system was advertised on April 22, 2022, with responses due on May 26, 2022.
Three Statement of Qualification (SOQ) responses were received. Staff reviewed all SOQs and determined Withers-Ravenel to be the most qualified.
This contract will allow Withers-Ravenel to develop design plans and bidding documents, perform construction administration, and manage grant funding for the repair and/or replacement of items found during the initial phase investigations associated with the water system. This cost is to be paid for through the above stated grant fund.
Consequently, staff recommends the Board of Commissioners authorize the Chairman and Clerk to the Board to execute the Professional Services contract with Withers-Ravenel in the amount of $331,000. |
