Background/Purpose of Request:
Staff discovered a leak on the 48-inch PCCP Lower Cape Fear Water & Sewer Authority raw waterline at Black Rock Road in Riegelwood, NC during a routine inspection of the pipeline. Fortunately, this was in a location where the new parallel 54-inch raw waterline was recently installed. Raw water was diverted into the 54-inch line to avoid any disruptions and allowed the system to operate normally. However, the 48-inch PCCP line needs repair at the leak location. This section of line is currently isolated to avoid an emergency.
As the contract operator for LCFWSA, Brunswick County advertised the repair work for bid on May 11, 2022, with bids due on May 19, 2022. Four (4) bids were received. After staff and County Attorney reviewed, it was determined that the low bidder, 274 Construction was not experienced and qualified to perform work on this large diameter PCCP pipe. With this being a high priority pipeline that requires specialty work and experience, staff recommends award of the contract to TA Loving Company, the lowest responsible and qualified bidder.
Consequently, it is recommended that the Board approve the Notice of Award and authorize the Chairman and the Clerk to the Board to execute the construction contract with TA Loving Company in the amount of $127,600. The cost of the work will be reimbursed by LCFWSA. |
