Issue/Action Requested:

Request that the Board of Commissioners approve and appropriate the use of $1,930,278.37 in County ARPA funds to fund a joint water transmission project with St. James and approve an Interlocal Agreement allowing St. James to subaward $1,991,221.63 of ARPA funds to Brunswick County for use in the project.

Background/Purpose of Request:

In September of 2021, the Board authorized staff to negotiate an interlocal agreement with St. James for the transfer of ARPA funds for use in water system upgrades beneficial to the Town of St. James. Residents within the Town of St. James receive water and sewer service from Brunswick County Utilities and during seasonal peak demand times some areas may suffer from reduced pressure. The Town and County developed a joint project to evaluate and remedy these pressure issues with a portion of the work being funded with the Town's $1,991,221.63 American Rescue Plan Funds. There is currently a project on the County's Capital Improvement Plan to address the issue. St. James requests that this project be started as soon as possible. The total cost of the project is estimated to be $3,921,500.

 

An engineering study would be performed to determine the necessary improvements and the order in which they should be made. Improvements may include an elevated water storage tank in the St. James/Middleton Road area, additional transmission water mains, additional small diameter water mains within the development to address localized areas of low pressure, the addition of some hydrants, and pressure sustaining valves installed on the existing 24” potable water main on Highway 211 and additional 24” transmission main, along highway 211. With the contribution from the Town, the County's estimated cost of the project would be $1,930,278.37. The Brunswick County ARPA Committee reviewed and approved the Project Request and Eligibility Determination attached.

 

Consequently, it is recommended that the Board approve and appropriate County ARPA funds in the amount of $1,930,278.37 and authorize the Chairman and the Clerk to the Board to execute the interlocal agreement with the Town of St. James.
