| | | | | | | | Issue/Action Requested: Request that the Board of Commissioners approve one of the Revenue Replacement Projects that is part of the overall American Rescue Plan Act (ARPA) implementation. This project, titled "Radio Upgrades" on the approved list, is the overhaul of radios used by the Sheriff's Office, Emergency Management, and Health Department and includes more than 500 radios at a value of $3,156,810.76. |
| | | | | | | | Background/Purpose of Request:
In this agenda item there are three agreements associated with the three aforementioned departments. The breakdown of radios is as follows: 505 radios for the Sheriff's Office's divisions including law enforcement, court security, 911 Communications, and Animal Protective Services at $3,038,250.50; eight radios for Emergency Management at $56,879.06; and finally, 12 radios for the Health Department at $61,681.20. The "Radio Upgrades" project is needed due to the upcoming North Carolina Voice Interoperability Project for Emergency Responders (VIPER) system transition to Time Division Multiple Access (TDMA) operation. All existing radio assets that are not TDMA compliant will be obsolete. A memo from the North Carolina State Highway Patrol from 2019 is included in this agenda item for additional background information. The request to complete this project now is due in large part to exponential pricing increases; for example, we've seen a 22-26% increase from early 2021 in some quote requests. |
| | | | | | | | Fiscal Impact: Budget Amendment Required, Pre-Audit Certification Required, Reviewed By Director of Fiscal Operations Amendment appropriates committed fund balance of $3,156,815 previously set aside by the $10,000,000 ARPA standard allowance for General Government Services. Funds will support overhaul of mandatory radio upgrades used by the Sheriff's Office, Emergency Management and Health. The amendment includes funds for 476 new radios, updates to 49 County owned radios and associated equipment. |
