Background/Purpose of Request:
Crane Pumps and Systems has been the provider of the Barnes Grinder packages since an invitation to bid was advertised and 11 sealed bids were received in accordance with NCGS 143-129 from equipment providers for grinder pump packages meeting the County specifications (Invitation to Bid & Bid Tabulation attached). The original bid was submitted by Parts, Pumps and Service Inc. as the distributor, representing the manufacturer-Crane Pumps and Systems the manufacturer of the Barnes Grinder pump packages.
These grinder packages, along with Myers and Liberty, are also listed within the Approved Product List (APL) originally approved by the Board of Commissioners on 11/9/2012 with the latest revision dated 06/03/2019 (attached). Products listed within the APL provide both standardization and compatibility for installation and maintenance within the existing sewer system. Additionally, this product is only available from a single manufacturer and is approved by way of resolution for purchase as a specialty product under bidding exceptions first approved at the August 5, 2019, Board of Commissioners Meeting (attached). Per the Brunswick County Purchasing Policy Section 9.4.1-Sole Source, Public Utilities is submitting a resolution for bidding exception as the policy requires Board approval every 3 years (resolution attached). The resolution and agenda item was presented for approval earlier in this 08/15/2022 Board Meeting.
Public Utilities has utilized the Crane Pumps and Systems - Barnes grinder pump packages across the County for new installations for many years. In recent years, due to changes within the company structure, purchase orders for these grinder pump packages have been issued to Crane Pumps System directly. Staff recommends approval of a contract with Crane Pumps and Systems for the continued purchase of Barnes Grinder Pump packages. |
