Utilities - Vermeer Directional Drill Purchase Request (John Nichols, PE - Director of Public Utilities)


Issue/Action Requested: Request that the Board of Commissioners approve the purchase of a Directional Drill machine from Vermeer All Roads for $152,778.40 as an exception to the bidding requirements in accordance with NCGS 143-129(e)(3).

Background/Purpose of Request:

Brunswick County Public Utilities installs long-side water and sewer taps daily using a Ditch Witch Horizontal Directional Drill Machine. This machine was purchased in 2013 and has logged over 1,000 hours. Its reliability is questionable, and it endures frequent mechanical failures as it continues to age.

In accordance with NCGS 143-129(e)(3) bidding exceptions may be granted to the local government for direct purchase when said purchase is made through a competitive bidding group purchase program. The program must offer competitively obtained purchasing services to at least two public agencies. Vermeer All Roads is an authorized vendor with Sourcewell.

Staff recommends approval of the purchase of the Vermeer Direction Drill Machine to supplement and replace the existing Directional Drill Machine and approval of the bidding exception in accordance with NCGS 143-129 (e) 3.


Fiscal Impact: Pre-Audit Certification Required, Reviewed By Director of Fiscal Operations Funds available in the current budget
