Background/Purpose of Request:
The Dam Safety Law of 1967 program requires certification and inspection of dams in the interest of public health, safety, and welfare, in order to reduce the risk of failure of dams; to prevent injuries to persons, damage to downstream property and loss of reservoir storage; and to ensure maintenance of minimum stream flows of adequate quantity and quality below dams. The owner of a dam classified by the Department of Dam Safety as a high-hazard dam, or an intermediate-hazard dam shall develop an Emergency Action Plan (EAP). The EAP shall include items such as a description of potential emergency conditions that could occur at the dam including security risks, a description of actions to be taken in response to an emergency condition at the dam, emergency notification procedures to aid in warnings and evacuations during an emergency condition at the dam, and a downstream inundation map depicting areas affected by a dam failure and sudden release of the impoundment. The law also requires annual update to the plan.
Public Utilities staff is preparing an EAP for the high hazard dams located at the Shallotte Wastewater Treatment Plant (lagoon No. 1 and No. 2 State ID number BRUNS-007 and BRUNS-009) and requires the services of an engineer to prepare the inundation map depicting areas affected by a potential dam failure.
Staff recommends the Board approve Task Order No. 1 with McGill Associates for $19,500. |
