Sheriff's Office - ARPA Revenue Replacement Project - Armored Vehicle

Issue/Action Requested:
Request that the Board of Commissioners approve one of the Revenue Replacement Projects that is part of the overall American Rescue Plan Act (ARPA) implementation. This project, titled "Armored Rapid Response Vehicle" on the approved list, is the purchase of a specialty vehicle for the Sheriff's Office at a value of just under $330,000. Further request the Board of Commissioners award the contract for this project to Lenco Industries Inc. utilizing the North Carolina Sheriffs' Association Fire/EMS/Law Enforcement Specialty Vehicles Procurement Program Contract. 
Background/Purpose of Request:
This vehicle's primary purpose will be to respond to emergencies/incidents where there is an imminent threat for either the persons at the location or the officers/first responders who are called to the scene. This includes the following: threats to schools, businesses, or other targeted locations; court-ordered search warrants and/or welfare checks; tips on missing persons or wanted individuals; and other calls commonly known as "Swatting" or warrant a response from a tactical team. In addition to these types of responses, this vehicle will also be used in a myriad of other ways including evacuations or rescues in the middle of natural disasters like hurricanes. Current vehicles used for this type of response offer no protection to the public or officers who are responding or are too small for a tactical team. Those assets are also not county-owned and could be recalled by the Federal government. The price of the completed vehicle is $329,618, with taxes and tags adding approximately $10,000 to the total cost. The only additional equipment need is a radio valued just under $4,800. If no funding is available for the taxes, tags, and radio, the Sheriff would include these items in part of the FY24 budget request.

Amendment 1 appropriates $333,000 of Assigned Fund Balance to support the purchase of an Armored Rapid Response Vehicle for the Sheriff's Office.

Amendment 2 appropriates an additional $11,800 of Fund Balance for the amount needed above the preliminary project recommendation.  The additional $11,800 amendment could be funded with undesignated ARPA Revenue Replacement funds currently at $1,200,685.
