Request that the Board of Commissioners adopt an amendment to the County's Program Income Policy for the use of American Rescue Plan Act ("ARPA") funds. |
| | | | | | | | Background/Purpose of Request:
US Treasury has issued updated guidance to clarify that program income generated from expenditures utilizing ARPA funds is not subject to the requirements of the revenue loss eligibility category set forth in 2 C.F.R. 200.307. As such, program income does not need to be considered an addition to the federal award for use only on eligible projects. Instead, recipients may retain program income for use as general fund revenue. The previous version of the policy required Brunswick County to add program income to its total award amount and only expend it on ARPA-eligible projects. |
