1.Administration - Change for Financial Advisory Services Phase Three (3) School General Obligation Bonds
Request that the Board of Commissioners receive information and approve the agreement with Davenport Public Finance  due to the termination of the contract  with Stifel, Nicolaus & Company, Inc. to serve as the county's financial advisor for the upcoming phase three (3) general obligation bonds issue of $51,500,000.
2.Administration - Surplus Property Offers for Upset Bid Process

Request that the Board of Commissioners accept, subject to the upset bid process, offers that have been submitted for surplus parcels that meet the value parameters previously established by the Board.

3.Board Appointment - Fire Fee Committee - Southport Fire District
Request that the Board of Commissioners appoint Ms. Rebecca Kelly as the community member to represent the Southport Fire District on the Fire Fee Committee and review the committee member list for any additional changes.
4.Clerk to the Board - Meeting Minutes January 18, 2022
Request that the Board of Commissioners approve the Draft Minutes from the January 18, 2022 Regular Meeting.
5.County Attorney - Cameron Woods Deed of Dedication, Phase 4A, Lots 6-16, 53-58, & 77-79
Consider accepting the Deed of Dedication for water and sewer infrastructure for Cameron Woods, Phase 4A, Lots 6-16, 53-58, & 77-79.
6.County Attorney - Deed of Dedication for The Sanctuary at Sunset Beach, Phase 1
Consider accepting the Deed of Dedication for water and sewer infrastructure for The Sanctuary at Sunset Beach, Phase 1.
7.County Attorney - Land Transfer and Easement for Department of Transportation
To convey 0.012 of an acre and grant an easement to the NCDOT for utilities, drainage, and construction in order to facilitate a bridge project on N. Mulberry Rd. in Shallotte
8.County Attorney - The Hamptons, Ph 2, Lots 1005-1047, 1070-1083, 1093
Consider accepting the Deed of Dedication for water and sewer infrastructure for The Hamptons, Phase 2, Lots 1005-1047, 1070-1083, & 1093.
9.County Attorney - The Villas at Seaside, Phase 1 DOD
Consider accepting the Deed of Dedication for water and sewer infrastructure for the Villas at Seaside, Phase 1.
10.County Attorney - Winnabow Volunteer Fire Dept. DOD
Consider accepting the Deed of Dedication for water only infrastructure for the Winnabow Volunteer Fire Department.
11.Emergency Services - North Carolina Emergency Management MOA
Request the Board of Commissioners approve a Memorandum of Agreement with the State of North Carolina Public Safety Emergency Management for Homeland Security Grants Program for exercise grant funds.
12.Finance - Contract to Audit Accounts Martin Starnes & Associates, CPAs, P.A.
Request that the Board of Commissioners approve a one year contract for audit services with Martin Starnes & Associates, CPAs, P.A.
13.Finance - Fiscal Items

Request that the Board of Commissioners approve Budget Amendments, Capital Ordinances, and Fiscal Items of a routine nature on the consent agenda.

 

-Wastewater Tap on Supplies Budget Amendment

Appropriate $360,000 of taps and connections revenue for capital outlay tap on supplies for additional sewer grinder tank packages.

 

-2022 Limited Obligation Bonds refunding of 2012 Limited Obligation Bonds Budget Amendment

Appropriate $11,215,000 of proceeds from 2022 Limited Obligation Bonds, refunding series 2012 LOBS.

 

-Airport Grant 36237.45.18.3 Budget Amendment and CPO

Appropriate $59,000 of additional funds awarded from NC Department of Transportation for the airport grant 36237.45.18.3 for reimbursement to the Cape Fear Regional Jetport.

 

-Sheriff's Office GASB 84 Budget Amendment

Appropriate $75,000 of Sheriff Trust revenue and $50,000 of Sheriff Seizure restricted revenue to be used in corresponding expenditure lines for the implementation of GASB 84 for the required elimination of agency funds for fiduciary activities.

 

-DSS Revenues GASB 84 Budget Amendment

Appropriate $200,000 of representative payee revenues to corresponding expenditure line as required by GASB 84 for the required elimination of agency funds for fiduciary activities.

 

-Brunswick County Schools GASB 84 Budget Amendment

Board Meeting 02/21/2022-Appropriate $255,000 of miscellaneous revenues and $45,000 of NSF Check Penalties revenue for Brunswick County Schools expenditure line as required by GASB 84 for the required elimination of agency funds for fiduciary activities.

 

-Parks and Recreation Insurance Refund Budget Amendment

Appropriate $7,833 of insurance proceeds for replacement of fencing stolen from Town Creek Park in December of 2021.

 

-Emergency Telephone System Eligible Expense Budget Amendment

Appropriate $34,758 of fund balance appropriated for additional $34,758 of eligible service and maintenance contracts expenditures in Emergency Telephone System Fund.

14.GIS - First Reading and Schedule Public Hearing on March 21, 2022 for Street Name Adoptions
Request that the Board of Commissioners approve the first reading of the street names and set the date of the public hearing for March 21, 2022.
15.Health and Human Services - Health Services - AA - 908 Mosquito and Tick Suppression
Request that the Board of Commissioners approve the Agreement Addendum for activity 908 - Mosquito and Tick Suppression.
16.Health and Human Services - Health Services – Communicable Disease Nurse Positions
Request that the Board of Commissioners review and approve Health Services’ proposal to create (2) Temporary Communicable Disease Nurse positions using state funds 
17.Health and Human Services - Public Housing: Request to Schedule a Public Hearing
Request that the Board of Commissioners schedule a public hearing on April 18, 2022 to hear any comments or suggestions on the Public Housing Agency goals, objectives and policies.
18.IT - Budget Amendment - Enterprise Backup Yearly Support
Request that the Board of Commissioners approve Davenport Group DDVE and DPS4VM contract in the amount of $26,626.00.
19.Operation Services - Tip Fee Exemption Request
Request that the Board of Commissioners approve a tip fee exemption at the Brunswick County Landfill for Knotts Landing Road Maintenance Association,  Gio Fund and River of Life Baptist Church.
20.Operation Services - Water Management Projects
Request that the Board of Commissioners approve the proposed water management project by the mosquito control division.
21.Register of Deeds - Preservation of Record Books

Request that the Board of Commissioners concur and authorize removal of records from the Register of Deed’s office to the Kofile Technologies facility for a period of no more than 90 days from the approval of said Board.

22.Sheriff's Office - Body Cameras Donation Resolution
Request that the Board of Commissioners authorize a resolution allowing for the donation of 25 VISTA body cameras to the Basic Law Enforcement Training program at Brunswick Community College. 
23.Sheriff's Office - MOU with FBI for Firing Range Use
Request that the Board of Commissioners authorize the County Manager to execute a Memorandum of Understanding (MOU) with the Federal Bureau of Investigation (FBI) for the usage of the Firing Range. The County Manager would also be approved to execute any possible amendments during the term. 
24.Sheriff's Office - Trade-In of Motorcycles and Purchase of Motorcycles
Request that the Board of Commissioners approve the trade-ins of two Harley-Davidsons to purchase two Harley-Davidsons. The total value of the motorcycles and needed equipment, after trade-ins, is $40,286.28 and will be covered using existing vehicle insurance revenues. 
25.Tax Administration - Annual Tax Advertisement Order for 2021 Unpaid Tax Liens
Request that the Board of Commissioners approve the advertisement of 2021 unpaid tax liens on real property. 
26.Tax Admin - February 2022 MV Discovery Valuation & Levy for January 2022
Request that the Board of Commissioners approve the February 2022 motor vehicle valuation and levy discoveries created in January 2022.
27.Tax Administation - February 2022 Releases

Request that the Board of Commissioners approve the February 2022 releases.

28.Utilities - Survey of Property - Mini Brooks Exemption by Resolution (Donald Dixon - Deputy Director-Wastewater Operations)

Request that the Board of Commissioners approve a resolution for exemption of qualifications-based selection requirements of G.S. 143-64.31 (Mini-Brooks act) and authorize Withers Ravenel to provide a minor subdivision survey and plat of Tax Parcel #16900001 along Old Lennon Road.

1.Clerk to the Board - Presentation - Recognizing National Girl Scout Week
Request the Board of Commissioners adopt the Proclamation recognizing National Girl Scout Week 2022.
2.Health and Human Services - Health Services – Brunswick County Substance Use & Addiction Commission,(Cris Harrelson, Public Health Director)

Request that members of the Brunswick County Substance Use and Addiction Commission be allowed to present the latest local and state data and trends of opioid misuse to the Board of Commissioners.

VII.Public Hearing
1.Code Administration - Residential ADA Access Ramp Fee Addition
Request to add a Residential ADA Access Ramp fee of $5 into our Residential Standard Fee Schedule.
VIII.Administrative Report
1.Engineering - FY16 Enterprise Water Mains Top (7) & Apollo Street - Contract C & D Completion (Wm. L. Pinnix, P.E.)
Request that the Board of Commissioners approve bidding for construction the final two contracts (Contract C and Contract D) of the FY16 Enterprise Water Main Top (7) & Apollo Street project.
