1.Administration - Brunswick County Schools Contracts with Becker Morgan Group, Inc. and Barnhill Contracting Company for design and construction of North Brunswick High School Addition
Request that the Board of Commissioners approve and authorize the Chairman to sign the Becker Morgan Group, Inc. design contract in the amount of $1,057,000 and the Construction Manager at Risk Barnhill Contracting Company construction contract in the amount of $22,274,068 for the North Brunswick High School Addition.
2.Clerk to the Board - Meeting Minutes
Request the Board of Commissioners approve the meeting minutes for July 18 2022, August 1, 2022 and August 15, 2022
3.Emergency Services - Board Appointment - Waccamaw Fire District Fireman's Relief Fund Board
Request the Board to appoint Ellen Milligan to the Waccamaw Fireman's Relief Fund Board. Ms. Milligan will replace Mr. Doug Brown who has passed away.
4.Emergency Services - Homeland Security Disaster Preparedness Grant
Request the Board of Commissioners approve Notification and Grant Application Evaluation Form for the (FY) 2022 Homeland Security Grant Program (HSGP).
5.Finance - Fiscal Items

Request that the Board of Commissioners approve Budget Amendments, Capital Project Ordinances, and Fiscal Items of a routine nature on the consent agenda.

 

-DSS Links Additional Revenue Budget Amendment

-Appropriate $17,500 of additional Links Transitional Revenue for use in the Links Transitional Expense program line.

 

-WIC Client Services Additional Revenue Budget Amendment

Appropriate $25,697 of additional WIC Client Services Revenue based on the increased client load.

 

-Airport Grant 36244.58.10.1 Closeout Budget Amendment and CPO

Closeout airport grant 36244.58.10.1 and return unexpended local match of $5,623 to undesignated funds in the County Capital Reserve.

 

-Code Administration Insurance Proceeds Budget Amendment

Appropriate insurance proceeds of $1,500 for the replacement of damaged drone in Code Administration.

 

-NC911 Board Ineligible Expenditures Budget Amendment

To move ineligible expenditures associated with the ESInet connection currently budgeted in the emergency telephone system fund.  The County will invoice the state for these costs and be reimbursed in the General Fund moving forward.

 

-Lightning Strike Insurance Proceeds Budget Amendment

Appropriate $11,780 of insurance proceeds to repair and maintenance equipment for emergency repair of tower after lightning strike.

6.Finance - NC Forest Service Agreement
Request that the Board of Commissioners approve and authorize the County Manager to sign an agreement with the North Carolina Department of Agriculture and Consumers Services for the protection, development, and improvement of forest land in Brunswick County.
7.Health and Human Services - BSRI - FY 2023 HCCBG County Agreement, Funding Plan, and Lead Agency Designation
Request that the Board of Commissioners approve the 2022-2023 Home and Community Care Block Grant for Older Adults (HCCBG) package including the funding plan, grant agreement, Attachment B Federal Certifications, form CD-511, disclosure of lobbying activities, and the county designation  of Brunswick Senior Resources Inc. (BSRI) as lead agency for aging services.
8.Health and Human Services - Health Services – Annual Board of Health Policies

Request that the Board of Commissioners review and approve annual Board of Health policies.

9.Health and Human Services - Health Services – Contract for School Nursing FY 22-23

Request that the Board of Commissioners approve the FY 22-23 contract agreement with Brunswick County Schools for funding school nurses utilizing state-restricted funds.

10.Health and Human Services - Health Services – Tobacco-Free Policy
Request that the Board of Commissioners review and approve the Tobacco-Free Policy for Local Health Department Buildings and Grounds. 
11.Health and Human Services - Sheltering Agreement with Brunswick County Schools FY 22-23
Request that the Board of Commissioners approve the sheltering agreement between Brunswick County and Brunswick County Schools (BCS).
12.Health and Human Services - Social Services - DSS and Trillium MOA

Request that the Board of Commissioners approve the FY 22-23 Memorandum of Agreement with Trillium Health Resources for Work First and Child Protective Services Substance Use Initiative.

13.Health and Human Services: Social Services - Wortman Law Firm Contract FY 22-23
Request that the Board of Commissioners approve the FY 22-23 contract for Wortman Law Firm, PLLC.
14.IT - Contract Amendment to Agreement with CivicPlus (CivicClerk) and addition of Statements of Work for CivicEngage (website) and CivicGov (Planning, Code Enforcement and Zoning)

Request Brunswick County Board of Commissioners approve the (attached) Amendment to the Agreement adopted on 06/29/22 with CivicPlus allowing for multiple modules of the CivicPlus platform to be covered under the same Agreement. Also requesting approval of the (attached) Statements of Work for CivicEngage (Outsourcing of County Website) and CivicGov (for use by Planning Department for planning, zoning and code enforcement). 

15.Library - Nonrecurring State Aid to Libraries
Request the Board of Commissioners approve the acceptance of Nonrecurring State Aid to Libraries for Brunswick County Library. 
16.Library - Schedule of Fees
Request the Board of Commissioners approve the attached updated Schedule of Fees, specifically the change in the fees associated with color and black and white printing/copies.
17.Soil and Water - Conservation Easement Grant Award Acceptance
Request for the Board of Commissioners approve and accept a grant from the North Carolina Department of Agriculture and Consumer Services Division of Farmland Preservation to place a conservation easement on agricultural property located at 1330 Hickman Rd NW Calabash, NC with the Brunswick Soil and Water Conservation District as the easement holder. The grant amount consists of $379,331.80 in State Funds. Required match to be covered by landowner donated easement value.
18.Utilities - CFPUA Interlocal Agreement Goods Received (John Nichols, PE - Director of Public Utilities)

Request that the Board of Commissioners approve the attached Interlocal Agreement for the receipt of goods for used SCADA radios from CFPUA (Cape Fear Public Utility Authority).

19.Utilities - Raw Water Agreement Compass Pointe (John Nichols, PE - Director of Public Utilities)

Request that the Board of Commissioners approve the attached Raw Water Supply Agreement for Irrigation with Irrigation, LLC and authorize the Chairman and Clerk to the Board to execute the associated agreement.

1.Clerk to the Board - Emergency Preparedness Month
Request the Board of Commissioners approve and adopt the Emergency Preparedness Month Resolution.
VII.Administrative Report
1.Administration - American Flood Coalition

 

Request that the Board consider membership in the American Flood Coalition (AFC).

2.Administration - City of Boiling Spring Lakes Dam Projects Funding

 

Request that the Board consider approving the Interlocal Agreement with the City of Boiling Spring Lakes for the County to provide $3,000,000 to support the City's dam restoration projects. 

3.Administration - NCACC FY 23 Legislative Goals

 

Request that the Board consider the draft goals below for potential inclusion on the NCACC Legislative Goal Agenda.

Request the Board to enter into closed session pursuant to G.S. § 143-318.11(a)(1) and (3) to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege and to approve Closed Session Minutes from June 20, 2022 and August 15, 2022.
