Request Board approval of attached lease amendment for USDA Rural Development Office space in Building F.
2.Clerk to the Board - Meeting Minutes September 6, 2022
Request the Board of Commissioners approve the meeting minutes for September 6, 2022.
3.County Attorney - Eagle Run, Ph 2, Lots 2000-2042 Deed Of Dedication
Consider accepting the Deed of Dedication for water and sewer infrastructure in Eagle Run, Phase 2, Lots 2000-2042.
4.County Attorney - Eagle Run, Ph 3A, Lots 3000-3005 & 3062-3068 DOD
Consider accepting the Deed of Dedication for water and sewer infrastructure in Eagle Run, Phase 3A, Lots 3000-3005 & 3062-3068.
5.County Attorney - Home Place of Southport Deed Of Dedication
Consider accepting the Deed of Dedication for water infrastructure for Home Place of Southport.
6.Finance - Fiscal Items

Request that the Board of Commissioners approve Budget Amendments, Capital Project Ordinances, and Fiscal Items of a routine nature on the consent agenda.

 

- DSS Temp Positions

Reallocate DHHS revenues provided to counties to cover a portion of the County's share of administering the FNS program approved at the 11/1/21 board meeting.  Funding received was originally used to create four (4) temporary positions to assist with processing Medicaid applications and Medicaid recertifications due to the doubling of Medicaid caseloads at the time.  The remaining funds of $114,922 from FY 2022 have been rolled forward as a continuing grant project that will be reallocated to the FNS program due to the workload increases.  No budget amendment is required. 

7.Health and Human Services - Public Housing: Payment Standards

Request that the Board of Commissioners approve the Public Housing Payment Standard Plan.

8.Health and Human Services - Social Services - ESSA Plan

Request the Board of Commissioners review and approve the Every Student Succeeds Act (ESSA) agreement between the Department of Social Services and Brunswick County Board of Education.

9.Operation Services - Main Fuel Site Upgrade
Request that the Board of Commissioners approve the contract with MECO, Inc. of Augusta to complete fuel site upgrades at the Main Fuel Site located at 151 Government Center Drive, Bolivia, NC.
10.Tax Administration - FY 2021-2022 Settlement Report
Request that the Board of Commissioners receive the FY 2021-2022 Annual Tax Collector's settlement report.
11.Tax Administration - Order of Collection
Request that the Brunswick County Board of Commissioners adopt and charge the Tax Collector and enter into the minutes an order to collect the taxes charged in the tax records and receipts.
12.Tax Administration - Relief from Collections September 2022
Request that the Board of Commissioners grant Tax Collector relief from "charge of collections" for three specific instances:  (1) on taxes after all collection remedies have been expired (10 years from due date); (2) on personal property insolvents that are five years past due; and (3) on classified motor vehicle taxes that are one year or more past due when it appears that they are uncollectible. 
13.Tax Admin - September 2022 Releases
Request that the Board of Commissioners approve the September 2022 releases.  
14.Utilities - EAP Shallotte WWTP Inundation Map Task Order No. 1 (Brent Lockamy, PE - Deputy Director)

Request that the Board of Commissioners to authorize the Chairman and Clerk to the Board to execute the Task Order No. 1 with McGill Associates in an amount not to exceed $19,500 for engineering services associated with the On-Call Engineering Contract.

15.Utilities - Vermeer Directional Drill Purchase Request (John Nichols, PE - Director of Public Utilities)

Request that the Board of Commissioners approve the purchase of a Directional Drill machine from Vermeer All Roads for $152,778.40 as an exception to the bidding requirements in accordance with NCGS 143-129(e)(3).

VI.Presentation
1.Governing Board - Resolution - Constitution Week
Request the Board approve the attached Resolution honoring Constitution Week as September 17-23, 2022
2.Health and Human Services - Health Services – Brunswick County Substance Use & Addiction Commission

Request that members of the Brunswick County Substance Use and Addiction Commission be allowed to present the latest local and state data and trends of substance misuse to the Board of Commissioners.

3.Tax Administration - Presentation of Schedule of Values for 2023 and Schedule a Public Hearing
Following the process for adoption of the Schedule of Values as outlined in North Carolina General Statute 105-317 a Public Hearing for the schedule of values will be advertised for October 17, 2022 at 6:00 pm.  The schedule is available to the public and a link is posted on the county web page.
VII.Public Hearing
1.Public Hearing - Economic Development

Request that the Board of Commissioners conduct a Public Hearing to receive comments regarding a proposed economic development incentive from Brunswick County in the amount of $270,000 to Precision Swiss Products, Inc., and following the public hearing, consider approving the Incentive Agreement.

VIII.Administrative Report
1.Utilities - Distribution Crew Request (John Nichols, PE - Director of Public Utilities)

Request that the Board of Commissioners approve additional staff, materials, and equipment, as well as explore the use of contractors, for valve operation and water quality testing to facilitate the construction of current and upcoming new sub-division projects, water line relocation, and new construction projects; hydrant testing; tap installation; and the installation of an increased number of residential and irrigation meters.

Request the Board enter closed session pursuant to G.S. 142-318.11(a)(1) to approve closed session minutes, G.S. 142-318.11(a)(3) to consult with the Board's attorney, and G.S. 142-318.11(a)(5) to establish or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease.
